Hello Gman124, moving categories is not possible, if there are a lot of them that need renaming, I would recommend to do it with a bot, because the new name would have to be changed in the pages that are in a category too. If You are not familiar with m:pywikipediabot (the script You would need would be m:category.py) and how to do this I would offer to do this for pa.wiki with my bot [੧]. The different names for 'category:' are no problem, my bot finds 'Category', 'category' and 'ਸ਼੍ਰੇਣੀ', and always use 'ਸ਼੍ਰੇਣੀ' in the replacement.
All categories should be replaced now, the old ones have to be deleted and the new categories created. For finding the old categories You can use this page

If you can show me the character and its input key, I can insert it in input system. I added the "ਕੱ" part on "kU" and so on, as you had stated. Please refresh your browser and check if it is working alright. As regards bindi, I think we need to allocate an input for that other than n. n and N are already in use by ਨ੍ and ਣ੍ respectively. Also, there is are characters in m and M eg kM and kMM produces ਕਂ and ਕਁ respectively. Is there any possibility of allocating another input key? Which key should be used for ੜ?
