ਮਕੁਲ ਭੱਟ ਕਲੱਟ ਭੱਟ ਦਾ ਪੁੱਤਰ ,ਕਸ਼ਮੀਰ ਦਾ ਵਸਨੀਕ ਸੀ। ਇਹ ਨੌਵੀਂ ਸਦੀ ਈ: ਦੋ ਅੰਤ ਵਿਚ ਅਤੇ ਦਸਵੀਂ ਦੇ ਅਰੰਭ ਵਿਚ ਹੋਇਆ ਹੈ। ਇਹ 'ਅਭਿਵਿਧਾਵਿੱੱਤੀ-ਮਾਤਿ੍ਕਾ' ਨਾਮਕ ਦਾ ਗ੍ਰੰਥ ਲੇਖਕ ਹੈ।ਇਸ ਗ੍ਰੰਥ ਵਿੱਚ ਅਭਿਧਾ ਅਤੇ ਲਕਸ਼ਣਾ ਸ਼ਕਤੀਆ ਦਾ ਵਿਸਤਾਰ ਨਾਲ ਵਰਣਨ ਹੈ। ਇਸ ਦੇ ਮਤ ਖੰਡਨ 'ਕਾਵਯਪ੍ਰਕਾਸ' ਵਿਚ ਕਿਤੇ ਕਿਤੇ ਕੀਤਾ ਗਿਆ ਹੈ
