ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਦੇ ਅਧਿਕਾਰਾਂ ਬਾਰੇ ਘੋਸ਼ਣਾ ਪੱਤਰ
ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਦੇ ਅਧਿਕਾਰਾਂ ਬਾਰੇ ਘੋਸ਼ਣਾ ਪੱਤਰ (UNDRIP ਜਾਂ DOTROIP[1] ) ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੁਆਰਾ 2007 ਵਿੱਚ ਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਪਾਸ ਕੀਤਾ ਗਿਆ ਗੈਰ-ਬਾਈਡਿੰਗ ਮਤਾ ਹੈ।[2] ਇਹ ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਦੇ ਵਿਅਕਤੀਗਤ ਅਤੇ ਸਮੂਹਿਕ ਅਧਿਕਾਰਾਂ ਨੂੰ ਦਰਸਾਉਂਦਾ ਅਤੇ ਪਰਿਭਾਸ਼ਿਤ ਕਰਦਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਸੱਭਿਆਚਾਰਕ ਅਤੇ ਰਸਮੀ ਪ੍ਰਗਟਾਵੇ, ਪਛਾਣ, ਭਾਸ਼ਾ, ਰੁਜ਼ਗਾਰ, ਸਿਹਤ, ਸਿੱਖਿਆ, ਅਤੇ ਹੋਰ ਮੁੱਦਿਆਂ ਦੇ ਮਾਲਕੀ ਅਧਿਕਾਰ ਸ਼ਾਮਲ ਹਨ। ਉਹਨਾਂ ਦੀ ਮਲਕੀਅਤ ਉਹਨਾਂ ਦੀ ਬੌਧਿਕ ਅਤੇ ਸੱਭਿਆਚਾਰਕ ਜਾਇਦਾਦ ਦੀ ਸੁਰੱਖਿਆ ਤੱਕ ਵੀ ਫੈਲੀ ਹੋਈ ਹੈ।[3] ਇਹ ਘੋਸ਼ਣਾ ਪੱਤਰ "ਆਪਣੀਆਂ ਸੰਸਥਾਵਾਂ, ਸਭਿਆਚਾਰਾਂ ਅਤੇ ਪਰੰਪਰਾਵਾਂ ਨੂੰ ਕਾਇਮ ਰੱਖਣ ਅਤੇ ਮਜ਼ਬੂਤ ਕਰਨ ਅਤੇ ਉਹਨਾਂ ਦੀਆਂ ਆਪਣੀਆਂ ਲੋੜਾਂ ਅਤੇ ਇੱਛਾਵਾਂ ਨੂੰ ਧਿਆਨ ਵਿਚ ਰੱਖਦੇ ਹੋਏ ਉਹਨਾਂ ਦੇ ਵਿਕਾਸ ਨੂੰ ਅੱਗੇ ਵਧਾਉਣ ਲਈ ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਦੇ ਅਧਿਕਾਰਾਂ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਾ ਹੈ।"[4] ਇਹ "ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਨਾਲ ਵਿਤਕਰੇ ਦੀ ਮਨਾਹੀ ਕਰਦਾ ਹੈ," ਅਤੇ ਇਹ "ਉਹਨਾਂ ਨਾਲ ਸੰਬੰਧੀ ਸਾਰੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਉਹਨਾਂ ਦੀ ਪੂਰੀ ਅਤੇ ਪ੍ਰਭਾਵੀ ਭਾਗੀਦਾਰੀ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਦਾ ਹੈ ਅਤੇ ਉਹਨਾਂ ਦੇ ਵੱਖਰੇ ਰਹਿਣ ਅਤੇ ਆਰਥਿਕ ਅਤੇ ਸਮਾਜਿਕ ਵਿਕਾਸ ਦੇ ਆਪਣੇ ਦ੍ਰਿਸ਼ਟੀਕੋਣ ਨੂੰ ਅੱਗੇ ਵਧਾਉਣ ਦੇ ਉਹਨਾਂ ਦੇ ਅਧਿਕਾਰ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਦਾ ਹੈ"।[4][5]
ਇਸ ਘੋਸ਼ਣਾ ਪੱਤਰ ਦਾ ਟੀਚਾ ਵਿਕਾਸ, ਬਹੁ-ਸੱਭਿਆਚਾਰਕ ਜਮਹੂਰੀਅਤ ਅਤੇ ਵਿਕੇਂਦਰੀਕਰਨ ਵਰਗੇ ਗਲੋਬਲ ਮੁੱਦਿਆਂ ਨੂੰ ਹੱਲ ਕਰਨ ਲਈ ਸਵਦੇਸ਼ੀ ਲੋਕਾਂ ਦੇ ਨਾਲ ਕੰਮ ਕਰਨ ਲਈ ਦੇਸ਼ਾਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨਾ ਹੈ।[4]
13 ਸਤੰਬਰ 2007, ਦਿਨ ਵੀਰਵਾਰ ਨੂੰ, ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਨੇ ਇਸ ਘੋਸ਼ਣਾ ਪੱਤਰ ਦੇ ਹੱਕ ਵਿੱਚ 143 ਦੀ ਵਿਸ਼ਾਲ ਬਹੁਮਤ ਵੋਟਾਂ ਪਈਆਂ ਜਦ ਕਿ 4 ਵਿਰੁੱਧ, 11 ਨੇ ਵੋਟ ਨਹੀਂ ਪਾਈ, ਅਤੇ 34 ਗੈਰਹਾਜ਼ਰ ਸਨ।[6][7]
