ਜ਼ੇਹਰਾ ਖਾਨ ਇੱਕ ਪਾਕਿਸਤਾਨੀ ਟਰੇਡ ਯੂਨੀਅਨਿਸਟ ਅਤੇ ਕਾਰਕੁਨ ਹੈ।[1][2] ਉਹ ਹੋਮ-ਬੇਸਡ ਵੂਮੈਨ ਵਰਕਰਜ਼ ਫੈਡਰੇਸ਼ਨ (HBWWF) ਦੀ ਜਨਰਲ ਸਕੱਤਰ ਹੈ।[3][4] ਉਹ ਸਿੰਧ ਮਿਨੀਮਮ ਵੇਜ ਬੋਰਡ, ਸਿੰਧ ਟ੍ਰਿਪਟਾਈਟ ਲੇਬਰ ਸਟੈਂਡਿੰਗ ਕਮੇਟੀ, ਸਿੰਧ ਆਕੂਪੇਸ਼ਨਲ ਐਂਡ ਹੈਲਥ ਕੌਂਸਲ, ਅਤੇ ਸਿੰਧ ਐਚਬੀਡਬਲਿਊਜ਼ ਗਵਰਨਿੰਗ ਬਾਡੀ ਸਮੇਤ ਕਈ ਤ੍ਰਿਪੱਖੀ ਕਮੇਟੀਆਂ ਦੀ ਮੈਂਬਰ ਹੈ।

ਜਦੋਂ ਖਾਨ ਵੂਮੈਨ ਸਟੱਡੀਜ਼ ਵਿਭਾਗ ਦੀ ਵਿਦਿਆਰਥਣ ਸੀ, ਤਾਂ ਉਸਨੇ ਘਰੇਲੂ ਕਰਮਚਾਰੀਆਂ ਦੇ ਯੋਗਦਾਨ ਬਾਰੇ ਸਿੱਖਿਆ ਅਤੇ ਉਸਨੇ ਆਪਣੇ ਮਾਸਟਰ ਦੇ ਥੀਸਿਸ ਲਈ ਇਹ ਵਿਸ਼ਾ ਲਿਆ।[5][6] ਆਪਣੇ ਅਧਿਐਨ ਵਿੱਚ, ਉਸਨੇ ਉਹਨਾਂ ਕਾਨੂੰਨੀ ਅਧਿਕਾਰਾਂ ਦੀ ਲੋੜ ਨੂੰ ਮਹਿਸੂਸ ਕੀਤਾ ਜੋ ਇਹਨਾਂ ਕਾਮਿਆਂ ਦੀ ਸੁਰੱਖਿਆ ਕਰ ਸਕਦੇ ਹਨ।[7][8] ਖਾਨ ਨੂੰ ਵੱਖ-ਵੱਖ ਉਦਯੋਗਾਂ ਤੋਂ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਲਿਆ ਕੇ ਫੈਡਰੇਸ਼ਨਾਂ ਬਣਾਉਣ ਦਾ ਵਿਚਾਰ ਸੀ।[9][10] ਉਸਨੇ ਔਰਤਾਂ ਨੂੰ HBWWF ਦੀਆਂ ਮੀਟਿੰਗਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਘਰ-ਘਰ ਜਾ ਕੇ ਮੁਹਿੰਮ ਸ਼ੁਰੂ ਕੀਤੀ।[11][12] ਮੀਟਿੰਗਾਂ ਵਿੱਚ ਬਾਕਾਇਦਾ ਵਿਚਾਰ-ਵਟਾਂਦਰੇ ਦੇ ਚੱਕਰ ਸ਼ਾਮਲ ਹੁੰਦੇ ਹਨ ਜੋ ਆਖਰਕਾਰ ਔਰਤਾਂ ਨੂੰ ਸੰਗਠਨ ਦੀਆਂ ਰੈਲੀਆਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਰਾਜ਼ੀ ਕਰਦੇ ਹਨ।[13][14]

ਯੂਨੀਅਨਾਂ ਦਾ ਗਠਨ ਚੂੜੀਆਂ ਦੇ ਉਦਯੋਗ ਤੋਂ ਸ਼ੁਰੂ ਹੋਇਆ ਅਤੇ ਹੌਲੀ-ਹੌਲੀ ਕੱਪੜਾ ਉਦਯੋਗ ਵੱਲ ਵਧਿਆ।[15][16] ਖਾਨ ਨੇ ਫਿਰ ਖਾਸ ਤੌਰ 'ਤੇ ਘਰੇਲੂ ਕਰਮਚਾਰੀਆਂ ਲਈ ਕਾਨੂੰਨ ਬਣਾਉਣ ਲਈ ਕੰਮ ਕਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਅਤੇ ਇਸ ਲਈ ਉਸਨੇ ਉਨ੍ਹਾਂ ਦੇ ਸਰਕਲ ਬਣਾਉਣੇ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ।[17][18] ਖਾਨ ਦੇ ਕੰਮ ਨੇ ਆਖਰਕਾਰ ਸਿੰਧ ਅਤੇ ਬਲੋਚਿਸਤਾਨ ਵਿੱਚ ਯੂਨੀਅਨਾਂ ਦੇ ਗਠਨ ਦੀ ਅਗਵਾਈ ਕੀਤੀ, ਜੋ ਦੱਖਣੀ ਏਸ਼ੀਆ ਵਿੱਚ ਆਪਣੀ ਕਿਸਮ ਦਾ ਪਹਿਲਾ ਸੀ।[19] [20] ਇਹ 30 ਦਸੰਬਰ, 2019 ਨੂੰ ਹੋਮ-ਬੇਸਡ ਵੂਮੈਨ ਵਰਕਰਜ਼ ਫੈਡਰੇਸ਼ਨ ਦੀ ਸਥਾਪਨਾ ਵਿੱਚ ਸਮਾਪਤ ਹੋਇਆ।
