1988 ਵਿੱਚ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਵਿੱਚ ਬਗ਼ਾਵਤ ਦੀ ਸ਼ੁਰੂਆਤ ਤੋਂ ਬਾਅਦ, ਭਾਰਤੀ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੁਆਰਾ ਬਲਾਤਕਾਰ ਦੀ ਵਰਤੋਂ ਇੱਕ ਹਥਿਆਰ ਵਜੋਂ ਕੀਤੀ ਗਈ ਹੈ;[1] ਕਸ਼ਮੀਰ ਦੀ ਜਨਸੰਖਿਆ ਦੇ ਵਿਰੁੱਧ ਭਾਰਤੀ ਫੌਜ, ਕੇਂਦਰੀ ਰਿਜ਼ਰਵ ਪੁਲਿਸ ਫੋਰਸ (ਸੀ.ਆਰ.ਪੀ.ਐਫ.) ਅਤੇ ਸਰਹੱਦੀ ਸੁਰੱਖਿਆ ਕਰਮਚਾਰੀ, ਦੇ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਬਾਅਦ ਇਸ ਵਿੱਚ ਸ਼ਾਮਲ ਹਨ।[2][3][4] ਭਾਰਤੀ ਰਾਜ ਫੌਜਾਂ ਦੁਆਰਾ ਕਸ਼ਮੀਰੀ ਮੁਸਲਿਮ ਔਰਤਾਂ ਦੇ ਨਾਲ ਬਲਾਤਕਾਰ ਆਮ ਤੌਰ 'ਤੇ ਅਣਦੇਖੇ ਕੀਤੇ ਜਾਂਦੇ ਹਨ।[5] ਕਈ ਔਰਤਾਂ ਲੜਾਈ ਵਿੱਚ ਬਲਾਤਕਾਰ ਅਤੇ ਜਿਨਸੀ ਹਮਲੇ ਦੀਆਂ ਸ਼ਿਕਾਰ ਹੋਈਆਂ ਹਨ। ਵਿਦਵਾਨ ਸੀਮਾ ਕਾਜ਼ੀ ਦੇ ਮੁਤਾਬਕ, ਵੱਖਵਾਦੀ ਅੱਤਵਾਦੀਆਂ ਨੇ ਵੀ ਕੁਝ ਹੱਦ ਤੱਕ ਬਲਾਤਕਾਰ ਕੀਤੇ ਹਨ, ਹਾਲਾਂਕਿ ਭਾਰਤੀ ਰਾਜ ਫ਼ੌਜਾਂ ਦੁਆਰਾ ਇਸ ਦੇ ਨਾਲ ਸਕੇਲ ਵਿੱਚ ਤੁਲਨਾਤਮਕ ਨਹੀਂ।[6]

ਕਸ਼ਮੀਰ ਦੇ ਸੰਘਰਸ਼ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਵੀ ਸਮੂਹਕ ਬਲਾਤਕਾਰ ਦੀਆਂ ਘਟਨਾਵਾਂ ਹੋਈਆਂ ਹਨ, ਜਿਸ ਵਿੱਚ ਡੋਗਰਾ ਫੌਜੀ ਅਤੇ ਹਿੰਦੂ ਅਤੇ ਸਿੱਖ ਅਜਾਇਬ ਵੀ ਇਸ ਵਿੱਚ ਸ਼ਾਮਿਲ ਸਨ,[7][8] ਅਤੇ 1947 ਵਿੱਚ ਜਦੋਂ ਲੜਾਈ ਸ਼ੁਰੂ ਹੋਈ ਤਾਂ ਪਾਕਿਸਤਾਨੀ ਸੈਨਾ ਦੇ ਕਬੀਲਿਆਂ ਨੇ ਉਹਨਾਂ ਨੂੰ ਸ਼ਾਮਲ ਕੀਤਾ।

ਸੰਘਰਸ਼ ਦਾ ਇਤਿਹਾਸ [ਸੋਧੋ]

ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਦੇ ਸ਼ਾਹੀ ਰਾਜ ਵਿੱਚ ਬਲਾਤਕਾਰ ਦੀਆਂ ਕਈ ਘਟਨਾਵਾਂ ਮਿਲਦੀਆਂ ਹਨ। ਅਕਤੂਬਰ-ਨਵੰਬਰ 1947 ਵਿੱਚ 1947 ਜੰਮੂ ਕਤਲੇਆਮ ਦੌਰਾਨ, ਕਈ ਮੁਸਲਿਮ ਔਰਤਾਂ ਨੂੰ ਅਗਵਾ ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ  ਦੀ ਇੱਕ ਵੱਡੀ ਗਿਣਤੀ ਮੁਸਲਿਮ ਮਹਿਲਾ ਨੂੰ ਅਗਵਾ ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ ਜੰਮੂ ਖੇਤਰ 'ਚ ਇਨ੍ਹਾਂ ਨਾਲ ਬਲਾਤਕਾਰ ਕੀਤਾ ਗਿਆ, ਜੋ ਕੱਟੜਵਾਦੀ ਹਿੰਦੂਆਂ ਅਤੇ ਸਿੱਖਾਂ ਦੁਆਰਾ ਕੀਤੇ ਗਏ ਸਨ ਅਤੇ ਮਹਾਰਾਜਾ ਹਰੀ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਡੋਗਰਾ ਰਾਜ ਦੀਆਂ ਫ਼ੌਜਾਂ ਦੁਆਰਾ ਸਹਾਇਤਾ ਕੀਤੀ ਗਈ ਸੀ।[9][10]

ਅਕਤੂਬਰ 1947 ਵਿੱਚ, ਪਾਕਿਸਤਾਨੀ ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਫੌਜ ਵੱਲੋਂ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਪਾਕਿਸਤਾਨ ਦੇ ਹਥਿਆਰਬੰਦ ਪਸ਼ਤੂਨ ਕਬੀਲਿਆਂ ਨੇ ਕਸ਼ਮੀਰ 'ਤੇ ਹਮਲਾ ਕੀਤਾ ਅਤੇ ਪਹਿਲੀ ਕਸ਼ਮੀਰ ਜੰਗ ਦੀ ਸ਼ੁਰੂਆਤ ਦੇ ਦੌਰਾਨ ਸਥਾਨਕ ਲੋਕਾਂ ਨੂੰ ਬਲਾਤਕਾਰ ਕੀਤਾ ਅਤੇ ਲੁੱਟ ਵਰਗੇ ਜ਼ੁਲਮ ਕੀਤੇ। ਉਹ ਮੁਜ਼ੱਫਰਾਬਾਦ ਅਤੇ ਬਾਰਾਮੁੱਲਾ ਵਿੱਚ ਅਤੇ ਉਸ ਦੇ ਆਲੇ ਦੁਆਲੇ ਹੋਏ।[11][12]

1947 ਮੀਰਪੁਰ ਕਤਲੇਆਮ ਦੌਰਾਨ ਮੀਰਪੁਰ ਖੇਤਰ ਵਿੱਚ ਵੀ ਬਲਾਤਕਾਰ ਦੇ ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਏ ਸੀ, ਜੋ ਕਿ ਪਾਕਿਸਤਾਨ ਦੇ ਕਬਾਇਲੀਆਂ ਦੁਆਰਾ ਹਿੰਦੂ ਅਤੇ ਸਿੱਖ ਸ਼ਰਨਾਰਥੀਆਂ ਦੇ ਵਿਰੁੱਧ ਕੀਤਾ ਗਿਆ ਸੀ। ਬਹੁਤ ਸਾਰੀਆਂ ਔਰਤਾਂ ਨੂੰ ਅਗਵਾ ਕੀਤਾ ਗਿਆ ਸੀ।[13][14][15]
