ਟਰਾਂਸਜੈਂਡਰ ਮੁੱਦਿਆਂ ਵਿੱਚ ਮਾਹਰ ਹੋਣ ਦੇ ਨਾਤੇ, ਉਸ ਨੇ ਐੱਲ.ਜੀ.ਬੀ.ਟੀ ਆਬਾਦੀ ਲਈ ਪਹੁੰਚ ਵਧਾਉਣ ਤੇ ਸਿਹਤ ਸੰਭਾਲ ਸੰਸਥਾਵਾਂ, ਵਿਦਿਅਕ ਅਦਾਰੇ, ਕਾਰੋਬਾਰਾਂ ਲਈ ਹੋਰ ਹਸਤੀਆਂ ਨਾਲ ਵਿਆਪਕ ਕੰਮ ਕੀਤਾ ਹੈ।[2][3]

ਵਿਲਕਿਨਸਨ ਦਾ ਜਨਮ 1960 ਵਿਆਂ ਦੇ ਆਰੰਭ ਵਿੱਚ ਕੈਲੀਫੋਰਨੀਆ ਦੇ ਸਾਨ ਮੇਤੋ ਵਿੱਚ ਹੋਇਆ ਸੀ। ਉਸਦਾ ਜਨਮ ਔਰਤ ਵਜੋਂ ਹੋਇਆ ਅਤੇ ਉਹ ਚਾਰ ਬੱਚਿਆਂ ਵਿੱਚੋਂ ਸਭ ਤੋਂ ਛੋਟਾ ਸੀ. ਉਸ ਦਾ ਪਿਤਾ ਸਕਾਟਿਸ਼, ਇੰਗਲਿਸ਼ ਅਤੇ ਆਇਰਿਸ਼ ਮੂਲ ਦਾ ਹੈ। ਉਸ ਦੀ ਮਾਂ ਹੁਵਾਈ ਤੋਂ ਚੀਨੀ ਹੈ।[1]

ਜਦੋਂ ਵਿਲੀ ਨੌਂ ਸਾਲ ਦਾ ਸੀ, ਉਸਨੇ ਆਪਣਾ ਨਾਮ ਵਿਲੀ ਵਿੱਚ ਬਦਲ ਦਿੱਤਾ। ਉਸ ਨੇ ਕੈਲੀਫੋਰਨੀਆ ਯੂਨੀਵਰਸਿਟੀ, ਸੈਂਟਾ ਕਰੂਜ ਵਿਖੇ ਵੁਮੈਨਸ ਸਟੱਡੀਜ਼ ਵਿੱਚ ਬੈਚਲਰ ਡਿਗਰੀ (ਬੀਏ) ਹਾਸਿਲ ਕੀਤੀ ਉਸਨੇ ਕੈਲੀਫੋਰਨੀਆ ਯੂਨੀਵਰਸਿਟੀ, ਬਰਕਲੇ ਤੋਂ ਕਮਿਊਨਿਟੀ ਹੈਲਥ ਸਿੱਖਿਆ 'ਚ ਪਬਲਿਕ ਹੈਲਥ (ਐੱਮ.ਪੀ.ਐਚ) ਵਿੱਚ ਮਾਸਟਰ ਕੀਤੀ।[4]
