2023 ਬ੍ਰਿਕਸ ਸਿਖਰ ਸੰਮੇਲਨ ਪੰਦਰਵਾਂ ਚੱਲ ਰਿਹਾ ਸਾਲਾਨਾ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ ਹੈ, ਇੱਕ ਅੰਤਰਰਾਸ਼ਟਰੀ ਸਬੰਧ ਸੰਮੇਲਨ ਜਿਸ ਵਿੱਚ ਪੰਜ ਮੈਂਬਰ ਦੇਸ਼ਾਂ: ਬ੍ਰਾਜ਼ੀਲ, ਰੂਸ, ਭਾਰਤ, ਚੀਨ ਅਤੇ ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੇ ਰਾਜਾਂ ਦੇ ਮੁਖੀਆਂ ਜਾਂ ਸਰਕਾਰਾਂ ਦੇ ਮੁਖੀ ਸ਼ਾਮਲ ਹੁੰਦੇ ਹਨ।[1][2] ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਸਿਰਿਲ ਰਾਮਾਫੋਸਾ ਨੇ ਵੀ 67 ਦੇਸ਼ਾਂ ਦੇ ਨੇਤਾਵਾਂ ਨੂੰ ਸੰਮੇਲਨ ਲਈ ਸੱਦਾ ਦਿੱਤਾ ਹੈ।[3][4][5][6]

ਬ੍ਰਿਕਸ ਵਿਸਤਾਰ[ਸੋਧੋ]

ਕਈ ਦੇਸ਼ਾਂ ਨੇ ਬ੍ਰਿਕਸ ਸਮੂਹ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਵਿੱਚ ਦਿਲਚਸਪੀ ਦਿਖਾਈ ਹੈ।[7][8]

ਸਿਖਰ ਸੰਮੇਲਨ ਵਿੱਚ, ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਸਿਰਿਲ ਰਾਮਾਫੋਸਾ ਨੇ ਘੋਸ਼ਣਾ ਕੀਤੀ ਕਿ ਅਰਜਨਟੀਨਾ, ਮਿਸਰ, ਇਥੋਪੀਆ, ਈਰਾਨ, ਸਾਊਦੀ ਅਰਬ ਅਤੇ ਸੰਯੁਕਤ ਅਰਬ ਅਮੀਰਾਤ ਨੂੰ ਬਲਾਕ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਸੱਦਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਪੂਰੀ ਮੈਂਬਰਸ਼ਿਪ 1 ਜਨਵਰੀ 2024 ਤੋਂ ਲਾਗੂ ਹੋਵੇਗੀ।[9][10]

ਮਾਰਚ 2023 ਵਿੱਚ, ਅੰਤਰਰਾਸ਼ਟਰੀ ਅਪਰਾਧਿਕ ਅਦਾਲਤ (ਆਈਸੀਸੀ) ਨੇ ਰੂਸੀ ਰਾਸ਼ਟਰਪਤੀ ਵਲਾਦੀਮੀਰ ਪੁਤਿਨ ਦੇ ਖਿਲਾਫ ਯੂਕਰੇਨ ਉੱਤੇ ਰੂਸੀ ਹਮਲੇ ਦੌਰਾਨ ਯੁੱਧ ਅਪਰਾਧਾਂ ਲਈ ਗ੍ਰਿਫਤਾਰੀ ਵਾਰੰਟ ਜਾਰੀ ਕੀਤਾ ਸੀ।[28] ਵਾਰੰਟ ਦਾ ਸਨਮਾਨ ਕਰਨ ਲਈ ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਨੂੰ ICC ਦੇ ਹਸਤਾਖਰਕਰਤਾ ਵਜੋਂ ਲੋੜੀਂਦਾ ਹੈ।[1]

ਮਈ 2023 ਵਿੱਚ, ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੀ ਸਰਕਾਰ, ਜਿਸ ਦੀ ਅਗਵਾਈ ਅਫ਼ਰੀਕਨ ਨੈਸ਼ਨਲ ਕਾਂਗਰਸ (ANC),[29] ਸਾਰੇ ਸੱਦੇ ਗਏ ਨੇਤਾਵਾਂ ਨੂੰ ਕੂਟਨੀਤਕ ਛੋਟ ਦਿੱਤੀ ਗਈ। ਇਹ ਅਸਪਸ਼ਟ ਹੈ ਕਿ ਕੀ ਇਸ ਨਾਲ ਪੁਤਿਨ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਜਾਣ ਤੋਂ ਰੋਕਿਆ ਜਾਵੇਗਾ ਜੇ ਉਹ ਹਾਜ਼ਰ ਹੁੰਦਾ। ਅੰਤਰਰਾਸ਼ਟਰੀ ਸਬੰਧਾਂ ਅਤੇ ਸਹਿਕਾਰਤਾ ਵਿਭਾਗ ਦੇ ਅਨੁਸਾਰ, ਦੱਖਣੀ ਅਫਰੀਕਾ ਵਿੱਚ ਦੇਸ਼ ਵਿੱਚ ਆਯੋਜਿਤ ਅੰਤਰਰਾਸ਼ਟਰੀ ਕਾਨਫਰੰਸਾਂ ਦੇ ਹਾਜ਼ਰੀਨ ਨੂੰ ਅਜਿਹੀ ਛੋਟ ਪ੍ਰਦਾਨ ਕਰਨਾ ਮਿਆਰੀ ਅਭਿਆਸ ਸੀ।[2]

ਜੂਨ 2023 ਦੇ ਸ਼ੁਰੂ ਤੱਕ, ਇਸ ਮੁੱਦੇ ਤੋਂ ਬਚਣ ਲਈ ਸਿਖਰ ਸੰਮੇਲਨ ਨੂੰ ਚੀਨ ਵਿੱਚ ਤਬਦੀਲ ਕਰਨ ਬਾਰੇ ਵਿਚਾਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਸੀ।[30] ਜੁਲਾਈ 2023 ਦੇ ਅੱਧ ਵਿੱਚ, ਵਲਾਦੀਮੀਰ ਪੁਤਿਨ ਨੇ ਘੋਸ਼ਣਾ ਕੀਤੀ ਕਿ ਉਹ "ਆਪਸੀ ਸਮਝੌਤੇ ਦੁਆਰਾ" ਸੰਮੇਲਨ ਵਿੱਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੋਣਗੇ ਅਤੇ ਇਸ ਦੀ ਬਜਾਏ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਸਰਗੇਈ ਲਾਵਰੋਵ ਨੂੰ ਭੇਜਣਗੇ।[31]
