ਜੱਜਾਂ ਦਾ ਇੱਕ ਪੈਨਲ ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਦੀ ਚੋਣ ਕਰਦਾ ਹੈ ਜਿਨ੍ਹਾਂ ਨੇ ਭਾਰਤੀ ਉੱਤਮਤਾ ਵਿੱਚ ਲਗਾਤਾਰ ਯੋਗਦਾਨ ਪਾਇਆ ਹੈ।[1]
