ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਨੂੰ ਨੁਕਸਾਨ:
  • ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੂੰ ਰਾਜਧਾਨੀ ਵੱਲ ਮਾਰਚ ਕਰਨ ਤੋਂ ਰੋਕਣ ਲਈ ਪੁਲਿਸ ਦੁਆਰਾ ਰਾਸ਼ਟਰੀ ਰਾਜਮਾਰਗ ਪੁੱਟੇ ਗਏ[20]
  • ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ 1,500 ਤੋਂ ਵੱਧ ਟੈਲੀਕਾਮ ਟਾਵਰ ਸਾਈਟਾਂ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਇਆ (28 ਦਸੰਬਰ 2022 ਤੱਕ )[21][22]
  • ਗਣਤੰਤਰ ਦਿਵਸ ਮੌਕੇ ਸਰਕਾਰੀ ਬੱਸਾਂ ਅਤੇ ਪੁਲਿਸ ਦੀਆਂ 30 ਗੱਡੀਆਂ ਨੂੰ ਨੁਕਸਾਨ[23]

ਭਾਰਤੀ ਕਿਸਾਨ ਅੰਦੋਲਨ 2020-2021, ਭਾਰਤੀ ਸੰਸਦ ਦੁਆਰਾ ਸਤੰਬਰ, 2020 ਵਿਚ ਪਾਸ ਕੀਤੇ ਤਿੰਨ ਖੇਤ ਕਾਨੂੰਨਾਂ ਵਿਰੁੱਧ ਭਾਰਤੀ ਕਿਸਾਨਾਂ ਦਾ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਹੈ, ਜਿਸ ਨੂੰ ਵੱਖ ਵੱਖ ਕਿਸਾਨ ਸਮੂਹਾਂ (ਜਥੇਬੰਦੀਆਂ) ਦੁਆਰਾ ਕਿਸਾਨ ਵਿਰੋਧੀ ਕਾਲੇ ਕਾਨੂੰਨਾਂ ਵਜੋਂ ਦਰਸਾਇਆ ਗਿਆ ਹੈ। ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨੇ ਮੰਗ ਕੀਤੀ ਸੀ ਕਿ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਇਸ ਤੋਂ ਘੱਟ ਕਿਸੇ ਵੀ ਗੱਲ ਨੂੰ ਸਵੀਕਾਰ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ।[24][25][26][27] ਕਿਸਾਨ ਨੇਤਾਵਾਂ ਨੇ ਇਹਨਾਂ ਕਾਨੂੰਨਾਂ ਉੱਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਸਥਾਪਤ ਕਮੇਟੀ ਦੀ ਸ਼ਮੂਲੀਅਤ ਦੇ ਨਾਲ ਨਾਲ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਰੋਕ ਦੇ ਆਦੇਸ਼ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ।[28] ਕੇਂਦਰ ਸਰਕਾਰ ਅਤੇ ਕਿਸਾਨੀ ਯੂਨੀਅਨਾਂ ਦੁਆਰਾ ਨੁਮਾਇੰਦਗੀ ਕਰਨ ਵਾਲੇ ਕਿਸਾਨਾਂ ਵਿਚ 14 ਅਕਤੂਬਰ 2020 ਅਤੇ 15 ਜਨਵਰੀ 2021 ਦੇ ਵਿਚਕਾਰ ਨੌਂ ਪੜਾਅ ਦੀ ਗੱਲਬਾਤ ਹੋਈ ਪਰ ਬੇਸਿੱਟਾ ਰਹੀ।[29][30] ਇਸ ਲਈ ਦੇਸ਼ ਦੇ 500 ਤੋਂ ਵੱਧ ਕਿਸਾਨ ਸੰਗਠਨ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਕਰ ਰਹੇ ਸਨ।

ਕਿਸਾਨ ਆਗੂਆਂ ਨੇ ਇਹਨਾਂ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਉੱਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਸਥਾਪਤ ਕਮੇਟੀ ਦੀ ਸ਼ਮੂਲੀਅਤ ਦੇ ਨਾਲ ਨਾਲ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਭਾਰਤ ਦੇ ਰੋਕ ਦੇ ਆਦੇਸ਼ ਨੂੰ ਵੀ ਰੱਦ ਕਰ ਦਿੱਤਾ।[31] ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੁਆਰਾ ਇਹਨਾਂ ਖੇਤੀ ਬਿੱਲਾਂ ਨੂੰ ਅਕਸਰ "ਕਿਸਾਨ ਵਿਰੋਧੀ ਬਿੱਲ"[32] ਕਿਹਾ ਜਾਂਦਾ ਸੀ[33][34] ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਸਿਆਸਤਦਾਨ ਇਹ ਵੀ ਕਹਿੰਦੇ ਸਨ ਕਿ ਇਹ ਬਿੱਲ ਕਿਸਾਨਾਂ ਨੂੰ ਕਾਰਪੋਰੇਟ ਦੇ ਰਹਿਮ 'ਤੇ ਛੱਡ ਦੇਣਗੇ।[35][36] ਕਿਸਾਨਾਂ ਨੇ ਐਮ.ਐਸ.ਪੀ. ਬਿੱਲ ਬਣਾਉਣ ਲਈ ਵੀ ਬੇਨਤੀ ਕੀਤੀ ਹੈ, ਤਾਂ ਜੋ ਇਹ ਸੁਨਿਸ਼ਚਿਤ ਕੀਤਾ ਜਾ ਸਕੇ ਕਿ ਕਾਰਪੋਰੇਟ ਕੀਮਤਾਂ ਨੂੰ ਕੰਟਰੋਲ ਨਹੀਂ ਕਰ ਸਕਦੇ। ਹਾਲਾਂਕਿ, ਸਰਕਾਰ ਇਹ ਕਹਿੰਦੀ ਹੈ ਕਿ ਉਹ ਕਿਸਾਨਾਂ ਨੂੰ ਆਪਣੀ ਫ਼ਸਲ ਸਿੱਧੇ ਵੱਡੇ ਖਰੀਦਦਾਰਾਂ ਨੂੰ ਵੇਚਣਾ ਆਸਾਨ ਬਣਾਉਣਗੇ ਅਤੇ ਉਸ ਦੁਆਰਾ ਕਿਹਾ ਗਿਆ ਕਿ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਗਲਤ ਜਾਣਕਾਰੀ 'ਤੇ ਅਧਾਰਤ ਸਨ।[37][38][39]

ਕਾਰਵਾਈਆਂ ਦੀ ਸ਼ੁਰੂਆਤ ਤੋਂ ਤੁਰੰਤ ਬਾਅਦ, ਯੂਨੀਅਨਾਂ ਨੇ ਸਥਾਨਕ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਕਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ, ਜ਼ਿਆਦਾਤਰ ਪੰਜਾਬ ਵਿਚ . ਦੋ ਮਹੀਨਿਆਂ ਦੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਤੋਂ ਬਾਅਦ, ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ - ਖ਼ਾਸਕਰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦੀਆਂ - ਨੇ "ਦਿੱਲੀ ਚਲੋ" ਨਾਮ ਦੀ ਲਹਿਰ ਸ਼ੁਰੂ ਕੀਤੀ, ਜਿਸ ਵਿਚ ਹਜ਼ਾਰਾਂ ਹੀ ਕਿਸਾਨ ਯੂਨੀਅਨ ਮੈਂਬਰ ਦੇਸ਼ ਦੀ ਰਾਜਧਾਨੀ ਵੱਲ ਮਾਰਚ ਕੀਤੇ। ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਵੱਖ-ਵੱਖ ਰਾਜਾਂ ਦੀ ਪੁਲਿਸ ਅਤੇ ਕਾਨੂੰਨ ਲਾਗੂ ਕਰਨ ਵਾਲੇ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨੂੰ ਪਾਣੀ ਦੀਆਂ ਤੋਪਾਂ, ਡਾਂਗਾਂ ਅਤੇ ਅੱਥਰੂ ਗੈਸ ਦੀ ਵਰਤੋਂ ਕਰਦਿਆਂ ਹਮਲਾ ਕਰਨ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਤਾਂ ਜੋ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨੂੰ ਪਹਿਲਾਂ ਹਰਿਆਣਾ ਅਤੇ ਫਿਰ ਦਿੱਲੀ ਵਿੱਚ ਦਾਖਲ ਹੋਣ ਤੋਂ ਰੋਕਿਆ ਜਾ ਸਕੇ। 26 ਨਵੰਬਰ 2020 ਨੂੰ ਦੇਸ਼-ਵਿਆਪੀ ਆਮ ਹੜਤਾਲ ਹੋਈ ਜਿਸ ਵਿੱਚ ਟਰੇਡ ਯੂਨੀਅਨਾਂ ਦਾ ਦਾਅਵਾ ਸੀ ਕਿ ਲਗਭਗ 250 ਮਿਲੀਅਨ ਲੋਕ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੇ ਸਮਰਥਨ ਵਿੱਚ ਸ਼ਾਮਿਲ ਹੋਏ ਸਨ। 30 ਨਵੰਬਰ 2020 ਨੂੰ, ਇਹ ਅਨੁਮਾਨ ਸੀ ਕਿ ਦਿੱਲੀ ਜਾਣ ਵਾਲੇ ਰਸਤੇ ਵਿਚ 200,000 ਤੋਂ 300,000 ਦੇ ਵਿਚਕਾਰ ਵੱਖ-ਵੱਖ ਸਰਹੱਦੀ ਥਾਵਾਂ 'ਤੇ ਕਿਸਾਨ ਇਕੱਠੇ ਹੋ ਰਹੇ ਸਨ।

ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦਾ ਇਕ ਵੱਡਾ ਹਿੱਸਾ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਕਰ ਰਿਹਾ ਹੈ, ਜਦੋਂਕਿ ਭਾਰਤ ਸਰਕਾਰ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਕੁਝ ਯੂਨੀਅਨਾਂ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਦੇ ਸਮਰਥਨ ਵਿਚ ਸਾਹਮਣੇ ਆਈਆਂ ਹਨ।[40][41] ਟ੍ਰਾਂਸਪੋਰਟ ਯੂਨੀਅਨਾਂ 14 ਮਿਲੀਅਨ ਤੋਂ ਵੱਧ ਟਰੱਕ ਡਰਾਈਵਰਾਂ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰਦੀਆਂ ਹਨ, ਰਾਜਾਂ ਵਿੱਚ ਸਪਲਾਈ ਦੀ ਢੋਆ ਢੁਆਈ ਰੋਕਣ ਦੀ ਧਮਕੀ ਦਿੰਦੇ ਹੋਏ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੇ ਹੱਕ ਵਿੱਚ ਅੱਗੇ ਆਏ ਹਨ।[42] 4 ਦਸੰਬਰ 2020 ਨੂੰ ਗੱਲਬਾਤ ਦੌਰਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੀਆਂ ਮੰਗਾਂ ਨੂੰ ਪ੍ਰਵਾਨ ਨਾ ਕਰਨ ਤੋਂ ਬਾਅਦ, ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨੇ 8 ਦਸੰਬਰ 2020 ਨੂੰ ਇਕ ਹੋਰ ਭਾਰਤ ਪੱਧਰੀ ਹੜਤਾਲ ‘ਤੇ ਕਾਰਵਾਈ ਵਧਾਉਣ ਦੀ ਯੋਜਨਾ ਬਣਾਈ। ਸਰਕਾਰ ਨੇ ਕਾਨੂੰਨਾਂ ਵਿਚ ਕੁਝ ਸੋਧਾਂ ਦੀ ਪੇਸ਼ਕਸ਼ ਕੀਤੀ, ਪਰ ਯੂਨੀਅਨਾਂ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ ਲਈ ਕਹਿ ਰਹੀਆਂ ਹਨ। 12 ਦਸੰਬਰ 2020 ਤੋਂ, ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨੇ ਹਰਿਆਣਾ ਵਿਚ ਹਾਈਵੇ ਟੋਲ ਪਲਾਜ਼ਾ 'ਤੇ ਕਬਜ਼ਾ ਕਰ ਲਿਆ ਅਤੇ ਵਾਹਨਾਂ ਦੀ ਮੁਫਤ ਆਵਾਜਾਈ ਦੀ ਆਗਿਆ ਦਿੱਤੀ ਸੀ।[43]

ਦਸੰਬਰ 2020 ਦੇ ਅੱਧ ਤਕ, ਭਾਰਤ ਦੀ ਸੁਪਰੀਮ ਕੋਰਟ ਨੂੰ ਦਿੱਲੀ ਦੇ ਆਸਪਾਸ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਦੁਆਰਾ ਬਣਾਈ ਗਈ ਨਾਕਾਬੰਦੀ ਨੂੰ ਹਟਾਉਣ ਨਾਲ ਸਬੰਧਤ ਪਟੀਸ਼ਨਾਂ ਲਾਈਆਂ ਗਈਆਂ।[44][45] ਅਦਾਲਤ ਨੇ ਸਰਕਾਰ ਨੂੰ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੋਕਣ ਲਈ ਵੀ ਕਿਹਾ, ਜਿਸ ਨੂੰ ਉਨ੍ਹਾਂ ਨੇ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ।[46] 4 ਜਨਵਰੀ 2021 ਨੂੰ ਅਦਾਲਤ ਨੇ ਵਿਰੋਧ ਕਰ ਰਹੇ ਕਿਸਾਨਾਂ ਦੇ ਹੱਕ ਵਿੱਚ ਦਾਇਰ ਕੀਤੀ ਪਹਿਲੀ ਪਟੀਸ਼ਨ ਦਰਜ ਕੀਤੀ।[47] ਕਿਸਾਨਾਂ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਜੇ ਉਹਨਾਂ ਨੂੰ ਵਾਪਸ ਜਾਣ ਨੂੰ ਕਿਹਾ ਤਾਂ ਉਹ ਅਦਾਲਤਾਂ ਨੂੰ ਨਹੀਂ ਸੁਣਨਗੇ।[48] ਉਨ੍ਹਾਂ ਦੇ ਨੇਤਾਵਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਖੇਤ ਕਾਨੂੰਨਾਂ ਦਾ ਰੋਕਣਾ ਕੋਈ ਹੱਲ ਨਹੀਂ ਹੈ।[49]

30 ਦਸੰਬਰ 2020 ਨੂੰ, ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਕਿਸਾਨਾਂ ਦੀਆਂ ਦੋ ਮੰਗਾਂ ਤੇ ਸਹਿਮਤੀ ਜਤਾਈ; ਕਿਸਾਨਾਂ ਨੂੰ ਨਵੇਂ ਪ੍ਰਦੂਸ਼ਣ ਕਾਨੂੰਨਾਂ ਤੋਂ ਬਾਹਰ ਰੱਖਣਾ ਅਤੇ ਨਵੇਂ ਬਿਜਲੀ ਆਰਡੀਨੈਂਸ ਵਿਚ ਸੋਧਾਂ ਛੱਡਣੀਆਂ।[50]

26 ਜਨਵਰੀ 2021 ਨੂੰ, ਇਹਨਾਂ ਕਾਨੂੰਨਾਂ ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੇ ਲੱਖਾਂ ਕਿਸਾਨਾਂ ਨੇ ਟਰੈਕਟਰਾਂ ਦੇ ਵੱਡੇ ਕਾਫਲੇ ਨਾਲ ਇੱਕ ਕਿਸਾਨ ਪਰੇਡ ਕੀਤੀ ਅਤੇ ਦਿੱਲੀ ਆ ਗਏ। ਪ੍ਰਦਰਸ਼ਨਕਾਰੀ ਦਿੱਲੀ ਪੁਲਿਸ ਦੁਆਰਾ ਮਨਜ਼ੂਰਸ਼ੁਦਾ ਰਸਤੇ ਤੋਂ ਭਟਕ ਗਏ।[51][52][53][54] ਕਈ ਜਗ੍ਹਾ ਟਰੈਕਟਰ ਰੈਲੀ ਹਿੰਸਕ ਵਿਰੋਧ ਵਿੱਚ ਬਦਲ ਗਈ ਜਦੋਂ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀ ਕਿਸਾਨ ਬੈਰੀਕੇਡਾਂ ਵਿੱਚੋਂ ਲੰਘੇ ਅਤੇ ਪੁਲਿਸ ਨਾਲ ਝੜਪ ਹੋ ਗਈ।[55] ਬਾਅਦ ਵਿਚ ਕੁਝ ਮੁਜ਼ਾਹਰਾਕਾਰੀਆਂ ਨੇ ਲਾਲ ਕਿਲ੍ਹੇ ਵਿਖੇ ਪਹੁੰਚ ਕੇ ਆਪਣੇ ਧਾਰਮਿਕ ਝੰਡੇ ਅਤੇ ਕਿਸਾਨ ਯੂਨੀਅਨ ਦੇ ਝੰਡੇ ਫਹਿਰਾ ਦਿੱਤੇ।[56][57][58][59]

ਪਿਛੋਕੜ[ਸੋਧੋ]

2017 ਵਿੱਚ, ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਮਾਡਲ ਫਾਰਮਿੰਗ ਐਕਟ ਜਾਰੀ ਕੀਤੇ। ਹਾਲਾਂਕਿ, ਇੱਕ ਨਿਸ਼ਚਤ ਸਮੇਂ ਤੋਂ ਬਾਅਦ, ਇਹ ਪਾਇਆ ਗਿਆ ਕਿ ਰਾਜਾਂ ਦੁਆਰਾ ਅਮਲ ਵਿੱਚ ਸੁਝਾਏ ਗਏ ਕਈ ਸੁਧਾਰ ਲਾਗੂ ਨਹੀਂ ਕੀਤੇ ਗਏ ਸਨ। ਜੁਲਾਈ 2019 ਵਿੱਚ ਸੱਤ ਮੁੱਖ ਮੰਤਰੀਆਂ ਦੀ ਇੱਕ ਕਮੇਟੀ ਬਣਾਈ ਗਈ ਸੀ, ਜਿਸ ਨੂੰ ਲਾਗੂ ਕਰਨ ਬਾਰੇ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਲਈ ਕੀਤੀ ਗਈ ਸੀ। ਇਸ ਦੇ ਅਨੁਸਾਰ, ਜੂਨ 2020 ਦੇ ਅੱਧ ਵਿਚ ਭਾਰਤ ਸਰਕਾਰ ਨੇ 3 ਫਾਰਮ ਆਰਡੀਨੈਂਸ ਲਾਗੂ ਕੀਤੇ, ਜੋ ਖੇਤੀਬਾੜੀ ਉਤਪਾਦਾਂ, ਉਨ੍ਹਾਂ ਦੀ ਵਿਕਰੀ, ਹੋਰਡਿੰਗ, ਖੇਤੀਬਾੜੀ ਮੰਡੀਕਰਨ ਅਤੇ ਠੇਕੇਦਾਰੀ ਖੇਤੀਬਾੜੀ ਸੁਧਾਰਾਂ ਨਾਲ ਸਬੰਧਤ ਸਨ।[60][61][62]

ਇੱਕ ਬਿਲ ਲੋਕ ਸਭਾ ਦੁਆਰਾ 15 ਸਤੰਬਰ 2020 ਨੂੰ ਅਤੇ 2 ਹੋਰ ਬਿੱਲਾਂ ਨੂੰ 18 ਸਤੰਬਰ 2020 ਨੂੰ ਪਾਸ ਕੀਤਾ ਗਿਆ ਸੀ।[63] ਬਾਅਦ ਵਿਚ, 2 ਬਿੱਲ 20 ਸਤੰਬਰ 2020 ਨੂੰ ਅਤੇ ਤੀਸਰਾ 22 ਸਤੰਬਰ ਨੂੰ ਰਾਜ ਸਭਾ ਨੇ ਵੀ ਪਾਸ ਕੀਤਾ ਜਿਥੇ ਸਰਕਾਰ ਨੇ ਆਵਾਜ਼ ਵੋਟ ਦੁਆਰਾ ਬਿਲ ਪਾਸ ਕਰਦਿਆਂ - ਪੂਰੀ ਵੋਟ ਪਾਉਣ ਲਈ ਵਿਰੋਧੀ ਧਿਰ ਦੀਆਂ ਬੇਨਤੀਆਂ ਨੂੰ ਨਜ਼ਰ ਅੰਦਾਜ਼ ਕੀਤਾ।[64][65] ਭਾਰਤ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨੇ ਵੀ 28 ਸਤੰਬਰ 2020 ਨੂੰ ਬਿੱਲਾਂ 'ਤੇ ਦਸਤਖਤ ਕਰਕੇ ਆਪਣੀ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ, ਇਸ ਤਰ੍ਹਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਕਾਨੂੰਨਾਂ (ਐਕਟਾਂ) ਵਿਚ ਬਦਲ ਦਿੱਤਾ।[66][67][68] ਖੇਤੀਬਾੜੀ ਅਤੇ ਮਾਰਕੀਟ ਦੋਵੇਂ ਰਾਜ ਦੀ ਸੂਚੀ ਦੇ ਅਧੀਨ ਆਉਣ ਕਰਕੇ, ਇਹਨਾਂ ਐਕਟਾਂ ਤੇ ਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ ਗਏ ਸਨ।[69]

ਇਹ 3 ਕਾਨੂੰਨ ਇਸ ਪ੍ਰਕਾਰ ਸਨ:[70]

  1. ਕਿਸਾਨਾਂ ਦਾ ਉਤਪਾਦਨ ਵਪਾਰ ਅਤੇ ਵਣਜ (ਤਰੱਕੀ ਅਤੇ ਸਹੂਲਤ) ਐਕਟ : ਸਰਕਾਰ ਅਨੁਸਾਰ ਇਹ ਕਾਨੂੰਨ ਕਿਸਾਨਾਂ ਦੇ ਉਤਪਾਦਨ ਦੇ ਵਪਾਰ ਦੇ ਖੇਤਰਾਂ ਨੂੰ ਚੁਣੇ ਖੇਤਰਾਂ ਤੋਂ "ਉਤਪਾਦਨ, ਇਕੱਤਰ ਕਰਨ ਅਤੇ ਏਕੀਕਰਣ ਦੀ ਜਗ੍ਹਾ" ਨੂੰ ਵਧਾਉਂਦਾ ਹੈ। ਅਨੁਸੂਚਿਤ ਕਿਸਾਨਾਂ ਦੇ ਉਤਪਾਦਾਂ ਦੇ ਇਲੈਕਟ੍ਰਾਨਿਕ ਵਪਾਰ ਅਤੇ ਈ-ਕਾਮਰਸ ਦੀ ਆਗਿਆ ਦਿੰਦਾ ਹੈ। ਸੂਬਾ ਸਰਕਾਰਾਂ ਨੂੰ 'ਬਾਹਰੀ ਵਪਾਰ ਵਾਲੇ ਖੇਤਰ' ਵਿਚ ਕਰਵਾਏ ਗਏ ਕਿਸਾਨਾਂ ਦੀ ਉਪਜ ਦੇ ਵਪਾਰ ਲਈ ਮਾਰਕੀਟ ਫੀਸ, ਸੈੱਸ ਜਾਂ ਕਿਸਾਨਾਂ, ਵਪਾਰੀਆਂ ਦੇ ਉੱਪਰ ਸੈੱਸ ਜਾਂ ਟੈਕਸ ਲਗਾਉਣ' ਤੇ ਰੋਕਦਾ ਹੈ।
  2. ਕਿਸਮਾਂ (ਸਸ਼ਕਤੀਕਰਨ ਅਤੇ ਸੁਰੱਖਿਆ) ਮੁੱਲ ਭਰੋਸਾ ਅਤੇ ਫਾਰਮ ਸੇਵਾਵਾਂ ਐਕਟ 'ਤੇ ਇਕਰਾਰਨਾਮਾ : ਇਹ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਕਿਸੇ ਵੀ ਖੇਤੀ ਉਤਪਾਦ ਦੇ ਉਤਪਾਦਨ ਜਾਂ ਪਾਲਣ ਤੋਂ ਪਹਿਲਾਂ ਇਕ ਕਿਸਾਨ ਅਤੇ ਖਰੀਦਦਾਰ ਦਰਮਿਆਨ ਇਕਰਾਰਨਾਮੇ ਦੁਆਰਾ ਇਕਰਾਰਨਾਮੇ ਦੀ ਖੇਤੀ ਲਈ ਇਕ ਢਾਂਚਾ ਤਿਆਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ। ਇਹ ਤਿੰਨ-ਪੱਧਰੀ ਵਿਵਾਦ ਨਿਪਟਾਰੇ ਦੀ ਵਿਵਸਥਾ ਕਰਦਾ ਹੈ: ਸਹਿਮਤੀ ਬੋਰਡ, ਸਬ-ਡਵੀਜ਼ਨਲ ਮੈਜਿਸਟ੍ਰੇਟ ਅਤੇ ਅਪੀਲੇਟ ਅਥਾਰਟੀ।
  3. ਜ਼ਰੂਰੀ ਵਸਤਾਂ (ਸੋਧ) ਐਕਟ : ਸਰਕਾਰ ਅਨੁਸਾਰ ਇਸ ਕਾਨੂੰਨ ਮੁਤਾਬਿਕ ਕੇਂਦਰ ਨੂੰ ਯੁੱਧ ਜਾਂ ਅਕਾਲ ਵਰਗੇ ਅਸਾਧਾਰਣ ਸਥਿਤੀਆਂ ਦੇ ਦੌਰਾਨ ਕੁਝ ਖਾਣ ਪੀਣ ਦੀਆਂ ਵਸਤਾਂ ਨੂੰ ਨਿਯਮਤ ਕਰਨ ਦੀ ਆਗਿਆ ਦਿੰਦਾ ਹੈ। ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਖੇਤੀ ਉਤਪਾਦਾਂ 'ਤੇ ਕੋਈ ਸਟਾਕ ਸੀਮਾ ਲਗਾਉਣ ਦੀ ਕੀਮਤ ਵਾਧੇ' ਤੇ ਅਧਾਰਤ ਹੋਵੇ।

ਹੋਰ ਸਬੰਧਤ ਮੁੱਦਿਆਂ ਵਿੱਚ ਕਿਸਾਨ ਖੁਦਕੁਸ਼ੀਆਂ ਅਤੇ ਪੰਜਾਬ ਅਤੇ ਆਮ ਤੌਰ ਤੇ ਭਾਰਤ ਵਿੱਚ ਆਰਥਿਕਤਾ ਦੀ ਸਥਿਤੀ ਸ਼ਾਮਲ ਹੈ। ਭਾਰਤ ਨੇ 1995 ਅਤੇ 2015 ਦਰਮਿਆਨ ਕੁੱਲ 296,438 ਭਾਰਤੀ ਕਿਸਾਨ ਖੁਦਕੁਸ਼ੀਆਂ ਦੀ ਰਿਪੋਰਟ ਕੀਤੀ।[71][72] 2019 ਵਿੱਚ, ਖੇਤੀਬਾੜੀ ਦੇ ਖੇਤਰ ਵਿੱਚ ਕੰਮ ਕਰਨ ਵਾਲੇ 10,281 ਲੋਕਾਂ ਨੇ ਆਤਮ ਹੱਤਿਆ ਕੀਤੀ।[73] ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਪੰਜਾਬ ਦੀ ਆਰਥਿਕਤਾ ਦੀ ਹੌਲੀ ਵਿਕਾਸ, ਖਾਸ ਕਰਕੇ ਇਸ ਦੇ ਖੇਤੀਬਾੜੀ ਸੈਕਟਰ, ਨੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਨੂੰ ਵਧਾਉਣ ਵਿੱਚ ਸਹਾਇਤਾ ਕੀਤੀ ਹੈ।[74][75]

ਅੰਤਰਰਾਸ਼ਟਰੀ ਮਿਸਾਲ[ਸੋਧੋ]

ਕਈ ਵਿਕਾਸਸ਼ੀਲ ਅਰਥਚਾਰਿਆਂ ਨੇ 1980 ਅਤੇ 1990 ਦੇ ਦਹਾਕੇ ਵਿੱਚ ਆਪਣੀਆਂ ਖੇਤੀ ਨੀਤੀਆਂ ਵਿੱਚ ਸੁਧਾਰ ਕਰਕੇ ਨਿੱਜੀ ਹਿੱਸੇ ਦੀ ਭਾਗੀਦਾਰੀ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕੀਤਾ।[76] ਲੰਡਨ ਸਕੂਲ ਆਫ ਇਕਨੌਮਿਕਸ ਦੀ ਸਵਾਤੀ ਢੀਂਗਰਾ ਨੇ ਕੀਨੀਆ ਦੇ ਉਸ ਕੇਸ ਦਾ ਹਵਾਲਾ ਦਿੱਤਾ ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਖੇਤੀਬਾੜੀ ਸੁਧਾਰਾਂ ਨੇ ਕਾਰੋਬਾਰ ਕਰਨ ਵਿੱਚ ਅਸਾਨਤਾ ਨੂੰ ਵਧਾ ਦਿੱਤਾ, ਹਾਲਾਂਕਿ ਇਸ ਵਾਧੇ ਨੇ ਕਿਸਾਨਾਂ ਲਈ ਹੋਰ ਕਈ ਮੁਸ਼ਕਲਾਂ ਖੜ੍ਹੀਆਂ ਕੀਤੀਆਂ।[76]

ਕਿਸਾਨਾਂ ਦੀਆਂ ਮੰਗਾਂ[ਸੋਧੋ]

ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਕਾਨੂੰਨ ਕਿਸਾਨਾਂ ਲਈ ਨੋਟੀਫਾਈਡ ਐਗਰੀਕਲਚਰਲ ਪ੍ਰੋਡੂਸ ਮਾਰਕੀਟ ਕਮੇਟੀ (ਏ.ਪੀ.ਐਮ.ਸੀ.) ਮੰਡੀਆਂ ਦੇ ਬਾਹਰ ਖੇਤੀ ਉਤਪਾਦਾਂ ਦੀ ਵਿਕਰੀ ਅਤੇ ਮਾਰਕੀਟਿੰਗ ਨੂੰ ਖੋਲ੍ਹ ਦੇਣਗੇ। ਹੋਰ, ਇਹ ਕਾਨੂੰਨ ਅੰਤਰ-ਰਾਜ ਵਪਾਰ ਦੀ ਆਗਿਆ ਦੇਵੇਗਾ ਅਤੇ ਖੇਤੀਬਾੜੀ ਉਤਪਾਦਾਂ ਦੇ ਇਲੈਕਟ੍ਰਾਨਿਕ ਵਪਾਰ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕਰੇਗਾ। ਨਵੇਂ ਕਾਨੂੰਨ ਰਾਜ ਸਰਕਾਰਾਂ ਨੂੰ ਏ.ਪੀ.ਐਮ.ਸੀ. ਮਾਰਕੀਟ ਤੋਂ ਬਾਹਰ ਵਪਾਰ ਲਈ ਮਾਰਕੀਟ ਫੀਸ, ਸੈੱਸ ਜਾਂ ਟੈਕਸ ਲਗਾਉਣ ਤੋਂ ਰੋਕਦੇ ਹਨ; ਇਸ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ ਹੋਇਆ ਕਿ ਕਾਨੂੰਨ "ਹੌਲੀ ਹੌਲੀ ਮੰਡੀ ਪ੍ਰਣਾਲੀ ਨੂੰ ਖਤਮ ਕਰ ਦੇਣਗੇ" ਅਤੇ "ਕਿਸਾਨਾਂ ਨੂੰ ਕਾਰਪੋਰੇਟਾਂ ਦੇ ਰਹਿਮ 'ਤੇ ਛੱਡ ਦੇਣਗੇ" ਇਸ ਤੋਂ ਇਲਾਵਾ, ਕਿਸਾਨਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਕਾਨੂੰਨਆੜ੍ਹਤੀਆਂ (ਕਮਿਸ਼ਨ ਏਜੰਟ, ਜੋ ਵਿੱਤੀ ਰਿਣ ਮੁਹੱਈਆ ਕਰਵਾ ਕੇ, ਸਮੇਂ ਸਿਰ ਖਰੀਦ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਂਦੇ ਹੋਏ, ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਫਸਲ ਲਈ ਢੁਕਵੀਆਂ ਕੀਮਤਾਂ ਦਾ ਵਾਅਦਾ ਕਰਕੇ ਵਿਚੋਲੀਏ ਵਜੋਂ ਕੰਮ ਕਰਦੇ ਹਨ) ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ ਮੌਜੂਦਾ ਸਬੰਧਾਂ ਨੂੰ ਖਤਮ ਕਰ ਦੇਣਗੇ।[77]

ਇਸ ਤੋਂ ਇਲਾਵਾ, ਵਿਰੋਧ ਕਰ ਰਹੇ ਕਿਸਾਨਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਏ.ਪੀ.ਐਮ.ਸੀ. ਮੰਡੀਆਂ ਨੂੰ ਖਤਮ ਕਰਨਾ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ 'ਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਫਸਲਾਂ ਦੀ ਖਰੀਦ ਨੂੰ ਖਤਮ ਕਰਨ ਲਈ ਉਤਸ਼ਾਹਤ ਕਰੇਗਾ। ਇਸ ਲਈ ਉਹ ਸਰਕਾਰ ਦੁਆਰਾ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਕੀਮਤਾਂ ਦੀ ਲਿਖਤੀ ਗਰੰਟੀ ਦੇਣ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ।[78]

ਇਨ੍ਹਾਂ[permanent dead link] ਮੰਗਾਂ ਵਿਚੋਂ ਇਕ ਮੰਗ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਸਜ਼ਾਵਾਂ ਅਤੇ ਜੁਰਮਾਨੇ ਹਟਾਉਣ ਦੇ ਨਾਲ ਨਾਲ ਪੰਜਾਬ ਵਿਚ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਕਿਸਾਨਾਂ ਦੀ ਰਿਹਾਈ ਹੈ।

28 ਮਾਰਚ 2024, ਅਨੁਸਾਰ ਕਿਸਾਨਾਂ ਦੀਆਂ ਮੰਗਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹਨ:[79][80]

  1. ਤਿੰਨ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ ਲਈ ਵਿਸ਼ੇਸ਼ ਸੰਸਦ ਦਾ ਸੈਸ਼ਨ ਬੁਲਾਓਣ ਦੀ ਮੰਗ ਸੀ। [81]ਇਹ ਕਾਨੂੰਨ ਸਰਕਾਰ ਨੇ ਵਾਪਸ ਲੈ ਲਏ ਹਨ।[82]
  2. ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ (ਐਮ.ਐਸ.ਪੀ.) ਅਤੇ ਫਸਲਾਂ ਦੀ ਰਾਜ ਖਰੀਦ ਨੂੰ ਕਾਨੂੰਨੀ ਅਧਿਕਾਰ ਬਣਾਉ।[83]
  3. ਭਰੋਸਾ ਦਵਾਓ ਕਿ ਰਵਾਇਤੀ ਖਰੀਦ ਪ੍ਰਣਾਲੀ ਜਾਰੀ ਰਹੇਗੀ।[14]
  4. ਸਵਾਮੀਨਾਥਨ ਪੈਨਲ ਦੀ ਰਿਪੋਰਟ ਲਾਗੂ ਕਰੋ ਅਤੇ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਨੂੰ ਉਤਪਾਦਨ ਦੀ ਔਸਤਨ ਲਾਗਤ ਨਾਲੋਂ ਘੱਟੋ ਘੱਟ 50% ਵੱਧ ਰੱਖੋ।[84]
  5. ਖੇਤੀਬਾੜੀ ਵਰਤੋਂ ਲਈ ਡੀਜ਼ਲ ਦੀਆਂ ਕੀਮਤਾਂ ਵਿਚ 50% ਕਟੌਤੀ ਕਰੋ।[19]
  6. ਐੱਨ.ਸੀ.ਆਰ. ਅਤੇ ਇਸ ਦੇ ਨਾਲ ਲੱਗਦੇ ਆਰਡੀਨੈਂਸ 2020 ਵਿਚ ਹਵਾ ਦੀ ਕੁਸ਼ਲਤਾ ਪ੍ਰਬੰਧਨ ਤੇ ਕਮਿਸ਼ਨ ਨੂੰ ਰੱਦ ਕਰਨਾ ਅਤੇ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਸਜ਼ਾ ਅਤੇ ਜੁਰਮਾਨਾ ਹਟਾਉਣਾ।[85]

ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ 'ਤੇ ਜ਼ੋਰ[ਸੋਧੋ]

ਪ੍ਰਦਰਸ਼ਨ ਦੇ ਦੌਰਾਨ ਭਾਰਤੀ ਮੀਡੀਆ ਨੇ ਖੇਤ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ 'ਤੇ ਕਿਸਾਨਾਂ ਦੇ ਜ਼ੋਰ ਦੀ ਵਿਆਖਿਆ ਕੀਤੀ ਹੈ। ਫਾਰਮ ਯੂਨੀਅਨਾਂ ਅਤੇ ਨੇਤਾਵਾਂ ਤੋਂ ਇਲਾਵਾ, ਲੋਕ ਜਿਵੇਂ ਮਾਰਕੰਡੇ ਕਾਟਜੂ[88] ਅਤੇ ਥੋਲ. ਥਿਰੂਮਵਾਲਾਣ ਨੇ ਵੀ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਤੇ ਰੋਕ ਲਾਉਣ ਦੇ ਸੰਬੰਧ ਵਿੱਚ ਬਿਆਨ ਦਿੱਤੇ ਹਨ।[89]

ਵਿਰੋਧ[ਸੋਧੋ]

ਦਿੱਲੀ ਦੇ ਟੀਕਰੀ ਬਾਰਡਰ ਤੇ ਕਿਸਾਨ ਨਾਹਰੇਬਾਜ਼ੀ ਕਰਦੇ ਹੋਏ
ਸਿੰਘੂ ਬਾਰਡਰ ਦਿੱਲੀ ਉੱਤੇ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਕਿਸਾਨਾਂ ਦਾ ਵਿਰੋਧ ਧਰਨਾ

ਇਹਨਾਂ ਫਾਰਮ ਬਿੱਲਾਂ 'ਤੇ ਮੀਡੀਆ ਦੀ ਰੌਸ਼ਨੀ ਤੋਂ ਬਾਅਦ ਪੂਰੇ ਭਾਰਤ ਵਿਚ ਖਾਸਕਰ ਪੰਜਾਬ, ਹਰਿਆਣਾ ਅਤੇ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਵਿੱਚ ਇਹਨਾਂ ਸੁਧਾਰਾਂ ਦੇ ਵਿਰੁੱਧ, ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਸ਼ੁਰੂ ਹੋ ਗਏ। ਸਾਰੇ ਭਾਰਤ ਦੀਆਂ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨੇ 25 ਸਤੰਬਰ 2020 ਨੂੰ ਇਨ੍ਹਾਂ ਫਾਰਮ ਕਾਨੂੰਨਾਂ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਭਾਰਤ ਬੰਦ ਦਾ ਸੱਦਾ ਦਿੱਤਾ।[90] ਸਭ ਤੋਂ ਵੱਧ ਫੈਲਿਆ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵਿੱਚ ਹੋਇਆ,[91] ਪਰੰਤੂ ਉੱਤਰ ਪ੍ਰਦੇਸ਼,[92] ਕਰਨਾਟਕ,[93] ਤਾਮਿਲਨਾਡੂ, ਉੜੀਸਾ,[94] ਕੇਰਲ[95] ਅਤੇ ਹੋਰ ਰਾਜਾਂ ਵਿੱਚ ਵੀ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤੇ ਗਏ।[96]ਅਕਤੂਬਰ ਤੋਂ ਸ਼ੁਰੂ ਹੋਏ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨਾਂ ਕਾਰਨ ਪੰਜਾਬ ਵਿੱਚ ਰੇਲਵੇ ਸੇਵਾਵਾਂ ਦੋ ਮਹੀਨਿਆਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਲਈ ਠੱਪ ਰਹੀਆਂ।[97] 25 ਨਵੰਬਰ ਤੋਂ ਬਾਅਦ ਕਿਸਾਨਾਂ ਨੇ ਕਾਨੂੰਨਾਂ ਖਿਲਾਫ ਵੱਖ-ਵੱਖ ਰਾਜਾਂ ਤੋਂ ਦਿੱਲੀ ਵੱਲ ਮਾਰਚ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੂੰ ਰਸਤੇ ਵਿੱਚ ਹਰਿਆਣਾ ਪੁਲਿਸ ਦੇ ਸਮੂਹ ਨੇ ਅੱਥਰੂ ਗੈਸ ਅਤੇ ਵਾਟਰ ਤੋਪਾਂ ਨਾਲ ਰੋਕਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਭਾਰਤ ਦੀ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਵੱਲੋਂ ਤੁਰੰਤ ਗੱਲਬਾਤ ਦੀ ਮੰਗ ਦੇ ਬਾਵਜੂਦ, ਇਹਨਾਂ ਨਵੇਂ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਦੇ ਭਵਿੱਖ ਬਾਰੇ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਲਈ 3 ਦਸੰਬਰ, 2020 ਦੀ ਤਰੀਕ ਨੀਯਤ ਕੀਤੀ।ਇਸ ਤੋਂ ਬਾਅਦ ਕਿਸਾਨਾਂ ਨੇ ਕਾਨੂੰਨਾਂ ਖਿਲਾਫ ਵੱਖ-ਵੱਖ ਰਾਜਾਂ ਤੋਂ ਦਿੱਲੀ  ਲਈ ਚਾਲੇ ਪਾਏ।[98] ਪ੍ਰਦਰਸ਼ਨਾਂ ਦੀ ਗਲਤ ਜਾਣਕਾਰੀ ਦੇਣ ਲਈ ਕਿਸਾਨਾਂ ਨੇ ਰਾਸ਼ਟਰੀ ਮੀਡੀਆ ਦੀ ਵੀ ਅਲੋਚਨਾ ਕੀਤੀ ਅਤੇ “ਗੋਦੀ ਮੀਡੀਆ ਮੁਰਦਾਬਾਦ” ਵਰਗੇ ਨਾਅਰੇ ਲਗਾਏ।[99] ਇਸ ਲਈ ਟ੍ਰਾਂਸਪੋਰਟ ਯੂਨੀਅਨਾਂ, ਜੋ ਕਿ ਇੱਕ ਕਰੋੜ ਚਾਲੀ ਲੱਖ ਤੋਂ ਵੱਧ ਟਰੱਕ ਡਰਾਇਵਰਾਂ- ਮਾਲਕਾਂ, ਬੱਸ ਡਰਾਈਵਰਾਂ ਅਤੇ ਟੈਕਸੀ ਡਰਾਈਵਰਾਂ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰ ਰਹੀਆਂ ਹਨ, ਕਿਸਾਨਾਂ ਦੇ ਸਮਰਥਨ ਵਿਚ ਸਾਹਮਣੇ ਆਈਆਂ ਹਨ, ਅਤੇ ਕੁਝ ਰਾਜਾਂ ਵਿਚ ਸਪਲਾਈ ਦੀ ਆਵਾਜਾਈ ਰੋਕਣ ਦੀ ਧਮਕੀ ਦਿੱਤੀ ਹੈ ਅਤੇ ਜੇਕਰ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਦੇ ਮਸਲਿਆਂ ਨੂੰ ਹੱਲ ਕਰਨ ਵਿਚ ਅਸਫਲ ਰਹਿੰਦੀ ਹੈ ਤਾਂ ਇਸ ਨੂੰ ਪੂਰੇ ਦੇਸ਼ ਵਿਚ ਵਧਾ ਦਿੱਤਾ ਜਾਵੇਗਾ।[100]

ਦਿੱਲੀ ਦੇ ਟੀਕਰੀ ਬਾਰਡਰ ਉੱਤੇ ਧਰਨੇ ਤੇ ਬੈਠੇ ਕਿਸਾਨ ਸਵੇਰੇ ਅਖ਼ਬਾਰ ਪੜ੍ਹਦੇ ਹੋਏ
ਟੀਕਰੀ ਬਾਰਡਰ ਦਿੱਲੀ ਦੇ ਕਿਸਾਨ ਮੋਰਚੇ ਤੇ ਲੱਗੇ ਕਈ ਕਿਲੋਮੀਟਰ ਲੰਬੇ ਟ੍ਰੈਕਟਰ-ਟਰਾਲੀਆਂ ਦੇ ਕਾਫ਼ਲੇ ਦਾ ਇੱਕ ਦ੍ਰਿਸ਼

ਜਦੋਂ ਕਿ ਕੇਂਦਰ ਚਾਹੁੰਦਾ ਹੈ ਕਿ ਕਿਸਾਨ ਦਿੱਲੀ ਦੀ ਸਰਹੱਦ ਤੋਂ ਦੂਰ ਇਸ ਰੋਸ ਮੁਜ਼ਾਹਰੇ ਲਈ ਬੁਰਾੜੀ ਮੈਦਾਨ ਵੱਲ ਚਲੇ ਜਾਣ, ਪਰ ਕਿਸਾਨ ਦਿੱਲੀ ਦੀਆਂ ਸਰਹੱਦਾਂ 'ਤੇ ਹੀ ਰਹਿਣ ਨੂੰ ਤਰਜੀਹ ਦਿੰਦੇ ਹਨ ਅਤੇ ਬੁਰਾੜੀ ਦੀ ਬਜਾਏ ਜੰਤਰ-ਮੰਤਰ' ਤੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਕਰਨ ਦੀ ਤਜਵੀਜ਼ ਅੱਗੇ ਰੱਖਦੇ ਹਨ।[101][102] ਕੇਂਦਰ ਸਰਕਾਰ ਕਿਸਾਨ ਸੰਗਠਨਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰ ਰਹੀ ਹੈ।[103]ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚੇ ਨੇ ਡੀਜ਼ਲ ਅਤੇ ਪੈਟਰੋਲ ਦੀਆਂ ਕੀਮਤਾਂ ’ਚ ਲਗਾਤਾਰ ਕੀਤੇ ਜਾ ਰਹੇ ਵਾਧੇ ਦੀ ਨਿਖੇਧੀ ਕਰਦਿਆਂ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਆਲੋਚਨਾ ਕੀਤੀ[104]। ਕਿਸਾਨ ਸੰਘਰਸ਼ ਕੇਸਾਂ ਦੇ ਡਰ ਤੋਂ ਖ਼ਤਮ ਹੋਣ ਵਾਲਾ ਨਹੀਂ ਹੈ, ਇਹ ਤਾਂ ਖੇਤੀ ਕਾਨੂੰਨ ਰੱਦ ਹੋਣ ਤੋਂ ਬਾਅਦ ਹੀ ਖ਼ਤਮ ਹੋਵੇਗਾ।[105]

ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਅਤੇ ਆਲ ਇੰਡੀਆ ਕਿਸਾਨ ਸੰਘਰਸ਼ ਕੋਆਰਡੀਨੇਸ਼ਨ ਕਮੇਟੀ ਵਰਗੀਆਂ ਤਾਲਮੇਲ ਸੰਸਥਾਵਾਂ ਦੇ ਅਧੀਨ, ਪ੍ਰਦਰਸ਼ਨਕਾਰੀ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹਨ:[106][107]

ਕਾਨੂੰਨ ਰੱਦ ਕੀਤੇ[ਸੋਧੋ]

19 ਨਵੰਬਰ 2021 ਨੂੰ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਆਖਰਕਾਰ ਤਿੰਨ ਵਿਵਾਦਗ੍ਰਸਤ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਬਾਰੇ ਆਪਣੀ ਸਰਕਾਰ ਦੇ ਪੈਰ ਪਿੱਛੇ ਖਿੱਚ ਲਏ। ਉਨ੍ਹਾਂ ਦੇਸ਼ ਤੋਂ ‘ਮੁਆਫੀ’ ਮੰਗਦਿਆਂ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ ਅਤੇ ਘੱਟੋ-ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਨਾਲ ਸਬੰਧਤ ਮੁੱਦਿਆਂ ਦੀ ਘੋਖ ਕਰਨ ਲਈ ਕਮੇਟੀ ਬਣਾਉਣ ਦਾ ਐਲਾਨ ਕੀਤਾ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਜੀ ਦੇ ਪ੍ਰਕਾਸ਼ ਪੁਰਬ ਮੌਕੇ ਕੌਮ ਦੇ ਨਾਂ ਸੰਦੇਸ਼ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨ ਦੀ ਸੰਵਿਧਾਨਕ ਪ੍ਰਕਿਰਿਆ ਸੰਸਦ ਦੇ ਆਉਣ ਵਾਲੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਦੌਰਾਨ ਪੂਰੀ ਕਰ ਲਈ ਜਾਵੇਗੀ।[108] 24 ਨਵੰਬਰ ਨੂੰ ਕੇਂਦਰੀ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਤਿੰਨ ਖੇਤੀ ਕਾਨੂੰਨ ਰੱਦ ਕਰਨ ਸਬੰਧੀ ‘ਖੇਤੀ ਕਾਨੂੰਨ ਵਾਪਸੀ ਬਿੱਲ, 2021’ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ।[109] 29 ਨਵੰਬਰ 2021 ਨੂੰ ਸੰਸਦ ਨੇ ਤਿੰਨੋਂ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਦੀ ਵਾਪਸੀ ਬਾਰੇ ਬਿੱਲ ਬਿਨਾਂ ਬਹਿਸ ਕਰਵਾਏ ਤੋਂ ਹੀ ਪਾਸ ਕਰ ਦਿੱਤਾ।[82] 1 ਦਸੰਬਰ 2021 ਨੂੰ ਰਾਸ਼ਟਰਪਤੀ ਰਾਮ ਨਾਥ ਕੋਵਿੰਦ ਨੇ ਤਿੰਨੋਂ ਖੇਤੀ ਕਾਨੂੰਨ ਰੱਦ ਕਰਨ ਲਈ ਆਪਣੀ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ[110]

9 ਦਸੰਬਰ 2021 ਨੂੰ ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚੇ ਨੇ ਦਿੱਲੀ ਦੇ ਬਾਰਡਰਾਂ ’ਤੇ ਇਕ ਸਾਲ ਤੋਂ ਜ਼ਿਆਦਾ ਸਮੇਂ ਤੋਂ ਚੱਲ ਰਹੇ ਆਪਣੇ ਮੋਰਚੇ ਨੂੰ ਚੁੱਕਣ ਦਾ ਰਸਮੀ ਐਲਾਨ ਕਰ ਦਿੱਤਾ।[111] 11 ਦਸੰਬਰ 2021 ਨੂੰ ਕਿਸਾਨ ਮੋਰਚਾ ਫਤਹਿ ਕਰਕੇ ਜਸ਼ਨ ਮਨਾਉਂਦੇ ਘਰਾਂ ਨੂੰ ਪਰਤਣੇ ਸ਼ੁਰੂ ਹੋਏ।[112]
